Kitui County Member of County Assembly (MCA) Cyrus Kisavi Musyoka has been arrested in Nairobi over alleged links to three mobile phone theft incidents reported in the Central Business District (CBD) in August and September 2026.
Musyoka, who represents Ikanga/Kyatune Ward, was arrested by detectives from Kamukunji Police Station along Mfangano Street following investigations into the reported incidents.
According to the Directorate of Criminal Investigations (DCI), detectives acted on intelligence gathered during their investigations. CCTV footage reportedly played a key role in identifying the MCA in connection with the alleged thefts.
CCTV Footage Helped Detectives Identify the MCA
The DCI said the investigations focused on three separate incidents involving alleged mobile phone thefts in Nairobi CBD over August and September this year.

Detectives reportedly reviewed surveillance footage as part of their efforts to establish who was involved in the incidents. The footage helped investigators identify Musyoka as a suspect, leading to the operation that resulted in his arrest along Mfangano Street.
However, the reported identification and arrest do not in themselves establish guilt. The allegations will need to be addressed through the criminal justice process.
The DCI has not publicly detailed all the circumstances surrounding each of the three incidents in its initial report.
MCA Also Has an Outstanding Arrest Warrant
The arrest also brought attention to a separate criminal case involving Musyoka at the Makadara Law Courts in Nairobi.
According to the DCI, an outstanding warrant had been issued in Criminal Case No. 112/303/2024 after the MCA allegedly failed to attend court following his release on bond. The separate case involved a charge of stealing.

The latest arrest therefore concerns both the investigations into the three reported phone theft incidents and the outstanding warrant in the earlier matter.
The two matters are separate, and the allegations in each must be determined through the appropriate legal proceedings.

DCI Says No One Is Above the Law
The DCI reiterated that detectives would continue investigating reported crimes and pursuing suspects regardless of their positions or status in society.
Musyoka’s position as an elected county representative has brought additional public attention to the case. MCAs are elected to represent residents at the county level, participate in county legislation and oversight, and raise issues affecting their wards.
The agency said the suspect was in custody undergoing processing ahead of his court appearance.
An arrest is not a conviction, and Musyoka is entitled to due process as the cases proceed. The court will determine the matters based on the evidence presented and the applicable law.
What Happens Next?
The immediate next step reported by investigators was the processing of the suspect ahead of his arraignment. Further court proceedings are expected to address the relevant charges and the outstanding warrant.
The DCI has not provided a detailed public account of the alleged thefts or disclosed all the evidence gathered in the investigations. Any further developments, including formal court proceedings and responses from the MCA, will be important in establishing the progress of the cases.

The arrest places the Kitui MCA at the centre of fresh criminal investigations in Nairobi, but the final outcome will depend on the legal process rather than the arrest itself.
For now, the case highlights the role of CCTV footage and intelligence-led investigations in helping detectives pursue reported offences in the capital, while underscoring the importance of allowing allegations to be tested in court.
